Award Description: The City of Lowell is allocating its CDBG-R funds to programs that will maximize job creation and provide other economic benefits. In selecting projects to receive CDBG-R funds, particular emphasis was placed on activities that would assist those impacted by the recession and provide investment needed to increase economic efficiency. A total of nine programs will utilize CDBG-R funds resulting in a proposed 79 businesses assisted through technical assistance and/or direct financial assistance; at least 22 new jobs created; and approximately 115 individuals assisted with job training and career counseling programs. Additionally funds have been identified to support the redevelopment of vacant mill property in the City's JAM area into affordable housing, and make infrastructure improvements in low-/moderate-income neighborhoods.
Project Description: During the first quarter the City issued grant agreements for CDBG-R funds and conducted a training for subrecipients to review the ARRA reporting requirements and CDBG-R guidelines. No funds were expended during the first quarter and no jobs have been created to date.
