Award Description: DOE ARRA Project Code: 2005390 Amount $700,000. Title: IT Support; 'OSTI Technology Infrastructure will upgrade and strengthen the technology backbone by which DOE enables public and scientific community access to the results of its R&D investment. The DOE/SC Office of Scientific and Technical Information (OSTI) performs 80 million electronic transactions annually for public patrons of its web-accessible R&D information systems. This function provides transparency for decades worth of federally-funded R&D. The needed infrastructure upgrades, additions, and support that are funded through this project include a redundant internet pathway capable of handling existing and expected future traffic; a live alternate processing site capable of hosting all of OSTI’s scientific dissemination services; and the labor necessary to leverage these upgrades. A technology infrastructure investment is critical to support the anticipated growth in existing and emerging forms of R&D information (e.g. multimedia, numeric data, and Web 2.0 tools), and the anticipated growth in usage of OSTI web products. This investment will enhance and secure OSTI’s web availability to scientists and researchers by combining a high speed fail-over internet pathway and a hot site which hosts OSTI's web-accessible R&D information systems. Analysis of availability patterns over the past 6 years indicates that this combination of technologies will allow OSTI to more completely fulfill its mission of dissemination and diffusion of scientific information regardless of potential disruptions from equipment outages or physical internet pathway failures.
Project Description: IT services; Identification of candidate skill sets and requirements. Candidate interviews held. Funds obligated for initial contract labor team and the Initial project team has been identified and hired. Second Year Performance Target: OSTI can support requests from STI dissemination products in the event of a disruption of service in the main internet pathway. This involves having a Hot-site location selected and redundant internet pathway in place and operational. The implementation of fail-over capabilities for the redundant internet pathway is completed and all relevant technical and security documentation has been updated and approved. Q1 - Project-Level Quarterly Performance Milestone(s): ? Cost proposals for hot-site lease options compiled ? Equipment purchase orders finalized ? Cost proposals for redundant internet pipe compiled ? Major plan and budgetary review ? Funds obligated to cover secondary team labor.
