Award Description: WCHSA proposes capital improvements to its infrastructure to provide additional services to a population hard hit by layoffs. The latest unemployment rates as reported by the U.S. Department of Labor indicate Wirt County?s June 2008 unemployment rate was 7.4% and Jackson County?s rate was 6.1%, as compared to the 5.5% rate for West Virginia. In February of 2009 the area?s largest employer closed resulting in the loss of close to 700 jobs with a total payroll near 75 million dollars. Since December of 2008 the area has lost over 1,200 hundred manufacturing jobs. In the last week of May 2009 additional layoffs were announced affecting 50 to 150 more lost jobs. These improvements will include expanding facility infrastructure in its Ripley Family Medicine location, renovation to better utilize space in its River Valley location, the update of its Electronic Health Records to utilize prescription safety checks, and to update and modernize equipment to allow for the provision of services not available anywhere else in the target area. WCHSA's center efficiencies will be greatly enhanced by the reduction of duplicate entry with its Health Information systems. In addition, the enhanced tools will also provide for quality care improvements by allowing providers quick access to records and standard recommendations based on a patients care history. Patient outcomes can be improved by providing prenatal services to a population that currently does not have that available to them, by utilizing care models for dealing health disparities built into electronic patient record tools and by care and social service navigation insuring patients are aware of all programs are available to them.
Project Description: EHR Project: Sage/Intergy has been selected as vendor with contract signed on 9-29-09. Project Manager contract signed and site assessment has been completed for hardware and connectivity. Bids for hardware have been submitted. Notice provided to Healthewv that we are moving from this vendor to Sage.Intergy and they are currently determining how to transfer our data. We will begin with updating the Practice Management (Medcial Manger) which was instrumental in our decision to select Sage as this upgrade is free to us by obtaining thier electonic record which is a savings of $119,250. Staff implementation committee developed to be implement project headed by Project Manager. Accounting software upgrade to Open System is in progress. Fiscal Year 2009 has been converted and now begining to transfer Fiscal Year 2010 with technical assistance provided by contracted help. Equipment Purchase: Project was delayed to do waiting on release of conditions. Bids have been submitted for equipment and purchase will begin shortly when acceptable bids are returned and reviewed by nurse manager and approved by CEO. River Valley Renovations: Recently received release of conditions on the project. Rennovations started on 9-29-09. Ripley Family Medicine Renovations: Project delayed by conditions that needed to be released. Change of scope is the only condition that is still incomplete. Project Officer recently reviewed and approved it with date of October 1,2009. However process still needs to be completed within EHR and this will be done the week of October 13, 2009. As soon this is complete, project will begin. Contractor bids have been received and selection has been made.
