Award Description: ARRA-Capital Improvement Program South Central Primary Care Center, Inc. (SCPCC) is a community health center providing health care services to residents of Irwin, Coffee and Atkinson Counties in rural, south central Georgia. There are 58,939 residents of the area, with 49.5% having incomes below 200% of FPL. (Census, 2005-07) The service area is primarily agricultural, with a smattering of small to medium-sized manufacturers. There have been significant plant closings in the area resulting in the loss of many jobs in what was already an impoverished area. Unemployment rates in the region range from 11.4% to 14.8%, compared to 9.2% for Georgia. (GA Dept. of Labor, 3/09) Essentially from its inception, SCPCC has been a health center linked to a small, rural hospital in Irwin County. In 2008, the program underwent a series of HRSA site visits and technical assistance visits which resulted in major changes to the overall program. The large majority of these changes have now occurred, and others are in progress. An experienced interim CEO is guiding this process. Recently, the organization learned that due to a variety of interrelated events it would have to move its entire operation from the five locations it has previously occupied. SCPCC is proposing to use CIP funding to develop a permanent home for SCPCC?s clinical services and administrative offices in this high need service area. A renovation project is proposed that will provide a permanent (leased) facility for our primary care site located in Ocilla in Irwin County. Additionally, a new construction project is proposed that will provide a permanent new home for our administrative offices. This site will also be located in Ocilla. SCPCC also proposes implementation of an Electronic Health Record which will be linked to a new Practice Management system. The current records and practice management systems and related equipment are antiquated, require constant maintenance, and are labor intensive.
