The current mill structure has structural deficiencies, is not compliant with ADA and ABA guidelines as defined in the Architectural Barriers Act Accessibility Standards, does not meet life safety codes, does not provide space comfort for users, and does not provide space comfort for users, and does not adequately represent the historic context context of the area.
