Award Description: The ARRA funds were awarded to the UAB Early Head Start Program to help retain staff and enhance the program. The UAB Early Head Start Program was funded in 1998 to serve 88 infants and toddlers and their families or women who are pregnant, who are challenged by poverty. The program currently provides services in Jefferson, St. Clair, and Walker Counties. A multidisciplinary team of area specialists supports the home visiting staff, providing alternative approaches and complementary perspectives in working with families that have multiple, complex challenges. The mission of the UAB Early Head Start Program (UAB EHSP) is to form partnerships with families to support child development and family goals. Through continuous staff development and in collaboration with the community, we strive to enhance opportunities for families. The following provides a brief synopsis of the program: ¿ Families are eligible for services provided by staff members of the UAB Early Head Start Program if they have an income below the Federal Poverty level, and a child less than 3 years of age at the time of recruitment. We also provide services to pregnant women. ¿ Priority is given to children of teen mothers; children of families challenged by substance abuse; children who are at risk for child abuse and neglect; and children with disabilities. ¿ UAB Early Head Start Program services include: weekly home visits focusing on early childhood education and case management assistance in attaining family goals and community services, group socialization activities, health and nutritional support services, and mental health and wellness support services. In Walker County we provide a combination of center and home based services. ¿ The UAB Early Head Start Program is designed to help families gain access to comprehensive, community and home based services. It is our goal to form partnerships with families and community providers to meet the special needs of each child and their family. ¿ The UAB EHS Program recognizes and values the role of parents in all aspects of the program; therefore, UAB EHSP provides opportunities for parents to be involved in the program as decision-makers, volunteers, and/or employees. The UAB Early Head Start Program proposes to use the ARRA COLA and Quality Improvement Funds in the following manner: ARRA COLA: Based on the amount available for this one time or temporary salary increase, each employee will receive a 2% salary increase for a period of 12 months. $10, 788 will be allocated for the salary increase, $2,847 for fringe benefits, and $1,143 for indirect costs. Based on the amount available for this salary increase, each employee and each staff position will receive a permanent 3.06% salary increase. $18, 033 will be allocated for the salary increase, $4,868 for fringe benefits, and $1,953 for indirect costs. Quality Improvement Funds: UAB Early Head Start Program Plans to use the Quality Improvement funds to upgrade some of our data collection systems, purchase needed classroom materials and supplies, and to make improvements in the building facilities.
