Award Description: 17.259 RECOVERY ACT-WIA YOUTH FORMULA GRANTS-STATES - $82,000,708: To help low income youth, between the ages of 14 and 24, acquire the educational and occupational skills, training, and support needed to achieve academic and employment success and successfully transition to careers and productive adulthood. 17.260 RECOVERY ACT-WIA DISLOCATED WORKER-FORMULA-STATES - $53,768,305: The purpose of the program is to reemploy dislocated workers, improve the quality of the workforce, and enhance the productivity and competitiveness of the nation's economy by providing workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by the participants. This program is designed to increase employment, as measured by entry into unsubsidized employment, retention in unsubsidized employment after entry into employment, and extent of recovery of prior earnings. For cross cutting goals, the program intends to enhance customer satisfaction for participants and for employers. The employment goals will be measured using Unemployment Insurance Wage Records systems and customer satisfaction goals will be measured by sampling. 17.258 RECOVERY ACT-WIA ADULT ACTIVITIES-STATES - $34,344,771: The purpose of this program is to improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the nation's economy by providing workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by the participants. This program is designed to increase employment, as measured by entry into unsubsidized employment, retention in unsubsidized employment after entry into employment, and earnings. For cross-cutting goals, the program intends to enhance customer satisfaction for participants and for employers. Project Description: 17.259 RECOVERY ACT-WIA YOUTH FORMULA GRANTS-STATES: Funds are used, through the Texas workforce system and the Local Workforce Development Boards, to assist eligible youth. The formula funded WIA Youth program consists of 10 program elements to assist youth in achieving academic and employment success. Summer Employment is one of the 10 youth program elements. However, the Congressional intent in the use of the ARRA Youth funds is to create summer employment opportunities for youth. Expected outcomes are work readiness improvements and program completion. 17.260 RECOVERY ACT-WIA DISLOCATED WORKER-FORMULA-STATES: Funds are used, through the Texas workforce system and the Local Workforce Development Boards, to assist dislocated workers a sequence of services designed to support individuals reentry into the job market. Services range from basic such as job search assistance up to and including training if necessary in order to assist the individual in becoming employed. Support services and needs related payments are also program elements that provide support to allow the individual to an opportunity to complete training.
