Award Description: CSBG T&TA: SUPPORTED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. Provide training and technical assistance to strengthen and enhance communication, coordination, and collaboration of ARRA of 2009 funds within the Minnesota Community Action network. 1) MinnCAP will work with the State CSBG Lead Agency, other state agencies administering ARRA funds, eligible entities, and boards of eligible entities to develop statewide strategic plans for coordination of CSBG Recovery Act projects. MinnCAP will communicate, coordinate, and collaborate with lead state agencies for ARRA funds and relevant stakeholder groups towards two ends: assuring maximum impact from non-competitive formula funding streams coming to Minnesota and maximizing efforts to compete for relevant state and federal level ARRA funds in the near future. In order to accomplish this, MinnCAP will conduct strategic planning activities in partnership with the State CSBG Lead Agency, other state agencies administering ARRA funds and the leaders of CAA network agencies. MinnCAP will engage Boards of eligible entities in the strategic planning process. MinnCAP will ensure Recovery Act projects are created with the intention of reaching all communities through the state without duplicating programs or service areas. MinnCAP will provide technical assistance to ensure CAA network agencies have the capacity to implement strategic planning activities that are designed to sustain the impact of Recovery Act funds for the long term. 2) MinnCAP will work with the State CSBG lead agency and leadership of eligible entities to develop communication plans for ARRA funded initiatives that will inform local communities about Recovery Act projects. MinnCAP will provide leadership, training, and technical assistance to members and partners in the creation of local communications plans. Plans will focus on informing communities about ARRA funded projects and services. Attention will be paid to how to maximize the long-term impact of ARRA funds. In order to accomplish this, MinnCAP will provide technical assistance to help eligible entities develop communication plans related to new initiatives and projects supported with Recovery Act funds. MinnCAP will provide technical assistance approaches to help eligible entities develop outreach plans related to new initiatives and projects supported by Recovery Act funds. MinnCAP will provide technical assistance to eligible entities to ensure that communications plans are designed to ensure sustainability of Recovery Act funding impacts into the future. Evaluate communications related training and technical assistance activities and measure outcomes. 3) MinnCAP will strengthen current reporting systems in order to improve documentation of community results. MinnCAP manages and administers the network?s statewide client database, VISIONS. VISIONS, with its agency-wide architecture, inherently simplifies the data management challenges related to ARRA faced by Minnesota?s community action agencies. Significant planning and systems modifications will be required to assure that collected data will satisfy both state and federal ARRA reporting requirements. MinnCAP will ensure that a range of training is provided to local agency program managers, system administrators, and end users. In order to accomplish this, MinnCAP will adapt current reporting systems to document program results and accomplishments under the Recovery Act to assist eligible entities with documentation of outcomes, including outcomes for job creation and preservation. MinnCAP will provide technical assistance to eligible entities to ensure that changes made to the reporting systems are sustained after ARRA is completed.

Project Description: MinnCAP will intensively communicate, coordinate, and collaborate with the staff in state agencies administering ARRA funds and other stakeholder groups. Deliverables include: increased number of communications between MinnCAP, state agencies administering ARRA funds, and CAA leaders; new partnerships between MinnCAP, CAA agencies, and groups established; and old collaborative relationships strengthened. MinnCAP will capitalize on our state level work to increase the strategic planning effectiveness of all involved, the ability to comprehensively inform communities about ARRA projects and services, effectively and more consistently document community results, and to prepare communities to sustain the impacts of ARRA. Local communications plans will be developed by Community Action Agencies and a statewide communications plans will be developed by MinnCAP. Deliverables include: strategic planning activities implemented; ARRA strategic plans developed by CAA network; communications Steering Committee formed; communications plan adopted by each CAA agency and MinnCAP; Enhanced communication tools identified and implemented; 3 communications strategies identified and tests; and ARRA Economic Impact Analysis conducted and other research conducted. MinnCAP will provide the leadership necessary to work collaboratively with our partners to assure that state and federal reporting requirements have been identified and that system modifications are implemented to assure data collection and report generation. Training will be provided as necessary. Additionally, data needs related to documentation and communication of community results will be developed. Deliverables include: VISIONS Gap analysis conducted; new reporting modules created in VISIONS; new VISIONS training and technical assistance techniques identified and added to toolbox; and CAA agencies meet ARRA reporting requirements.
