Award Description: State Fiscal Stabilization Fund (SFSF) - Government Services, Recovery Act To support public safety and other government services, which may include assistance for elementary, secondary education and public institutions of higher education (IHEs), and for modernization, renovation or repair of public school facilities and IHE facilities.
Project Description: The Commonwealth of Virginia's SFSF application included the following estimated uses of funds: 1.2% for Public Safety, 3.0% for modernization, renovation or repair of IHEs, 50.0% for undetermined activities and 45.8% for other projects. These other projects included the following: 1) Agricultural Best Management Practices; 2) Funding for Virginia Land Conservation; 3) Base Realignment and Closure Activities; 4) Economic Development; 5) Modernization, Renovation and Repair Projects; and 6) Virginia Tobacco Settlement Fund. However, the Commonwealth is now revising its plans for use of funds. 50% of the total award has been expended for Public Safety and the Commonwealth has not yet decided how to best utilize the remaining 50%.
Jobs Summary: Funds were used for salary reimbursements paid to local sheriff's offices and regional jails. The localities were initially reimbursed with state funds, but ARRA funds were later used to alleviate state budget shortfalls. Because the funded positions involve essential services (law enforcement and public safety), it is assumed that none of the jobs supported by the ARRA funding would have been lost in the absence of ARRA.
