Award Description: This award provides funding to the state of Oregon to capitalize its revolving loan fund for the financing for the construction of wastewater treatment facilities and associated infrastructure, green infrastructure, nonpoint source projects, estuary projects and program administration. The primary purposes of the award are to preserve and create jobs and promote economic recovery through the investment in infrastructure projects that will improve water quality and will provide long-term economic benefits.

Project Description: Accepted applications from potential recipients which were reviewed, ranked and scored based on multiple established criteria. These applications were included in the Intended Use Plan (IUP) which became effective on July 10, 2009. 13 projects were selected for funding based upon their ranking in the IUP and readiness to sign a loan agreement. As of September 30, 2009 the following borrowers have signed loan agreements: Farmers Irrigation District, Three Sisters Irrigation District, Central Oregon Irrigation District, Swalley Irrigation District, City of Scappoose, City of Pendleton, City of Albany, City of Millersburg, Metropolitan Wastewater Management Commission and City of Saint Helens. The Agency also adopted temporary rules OAR-340-054 effective May 1, 2009 that allow DEQ to ensure compliance with the ARRA and has begun a permanent rulemaking process to allow for continued compliance with the Act.

Jobs Summary: The funds received by the Department of Environmental Quality will be completely disbursed as loans to communities for infrastructure and green projects. DEQ anticipates the types of jobs created in the communities where funds have been awarded will consist of Engineers, administrative staff, Dump truck drivers, Excavator operators, Heavy equipment operators, various field laborers, concrete workers, utility workers, welders, and other skills. The ARRA related jobs created or retained by the loans made to communities is 17.11 FTE as of September 30, 2009. As more projects are under construction this number is anticipated to increase.
