Award Description: The City of Westminster's Energy Efficiency and Conservation Strategy for use of the EECBG funds focuses on the overall City Council Strategic Plan goals and objectives. Two of the city?s five Strategic Plan goals (Strong, Balanced Local Economy and Beautiful and Environmentally Sensitive City) include three specific objectives that the EECBG funding will assist the city in moving forward and serve as the primary focus in the city?s approved EECS. These three specific City Council Strategic Plan Objectives are: 1) Reduced Energy Consumption Citywide (community/businesses as well as city); 2) Promote Alternative or Multi-modal Forms of Transportation; and 3) Have Energy Efficient, Environmentally Sensitive City Operations. Overall, the funds will be utilized for the following projects: creation of a community-wide bicycle master plan; implementation of a home energy audit rebate program; implementation of a home installation of insulation and air sealing measures rebate program; implementation of a home furnace replacement rebate program; implementation of a small commercial energy audit and retrofit rebate program; paying for third party administration of these residential and commercial rebate programs through the Colorado Governor's Energy Office; creation and implementation of a information/education program to encourage the use of these rebate and educational programs; implementation of a city facility energy performance contract; hiring an energy and facilities project coordinator; expanding the city's public education campaign on recycling/greening; funding US 36 Commuting Solutions '36 Commuter CASH' program; and assisting with the adoption of and educating customers (residents and local contractors) about the 2009 Energy Code.

Project Description: We commenced the recruitment process for the 1.0 FTE Energy & Facilities Project Coordinator position proposed to be funded with the EECBG allocation. We addressed questions presented by DOE reviewers. Otherwise, no other activities commenced due to awaiting for official notice of award from DOE. Award notice dated 9/30/09.
