Award Description: Activities for this award include upgrading lighting at four buildings owned and operated by the Baldwin County Commission and the Baldwin County Sheriff's Office as well as upgrading HVAC cillers at two buildings. Specifically, the lighting upgrade activity seeks to replace fluorescent lamps with Light Emitting Diode (LED) lamps. In some case, a fixture may be modified by replacing the fluorescent lamps with LEDs and in ohter cases an entire fixutre may be replaced with a new fixture that includes LED lamps. Accessories such as occupancy sensors may be added to certain areas to automatcially turn off lighting in certain areas when not in use. Within 180 days of the project period start date, a competitive bid will be conducted for the purchase of LED lighting equipment and accessories. Approximately 5,000 fluorescent tubes comprising more than 1,600 fixtures will be upgraded or replaced. Installation is expected to take 18 to 24 months. Energy consumption savings is estmated to be 317 mWh per year. The HVAC chillers will be upgraded at two buildings. Teh new chillers will have energy savings of approximately 340 mWh per year (for the first unit at the Baldwin County Correctional Facility) and approximately 499 mWh per year for the second (located at Central Annex II in Robertsdale, AL). The new chillers will use an ozone friendly refrigerant rather than the soon-to-be discontinued R-22 refrigerant currently used in the existing units. Within 90 days of the project period start date, an engineering firm will be contracted for the eingineering necessary to prepare plans and specifications for the chiller replacement. The eingineering firm will be slected through an RFP process. A competitive bid for the chiller replacements will be conducted within 180 days (approximately) of the project period start date. Construction duration is expected to take 6 to 8 weeks for each facility.
Project Description: The period of performance for this award is 10/1/2009 through 9/30/2012. To date no activity has taken place. The Baldwin County Commission is in the process of developing an RFQ for engineering services for the HVAC chiller units.
