Award Description: The State plans to use HPRP funds for both homelessness prevention and rapid re-housing. The State has allocated to 23 subgrantees across the state. The jurisdictions include metropolitan cities and urban counties that receive their own allocations of HPRP funds, and non-profit organizations to serve rural areas. It will focus on providing a combination of financial assistance and services to individuals and families who are homeless or about to become homeless.

Project Description: Grantees may use the grant for activities relating to the prevention of homelessness and rapid re-housing for homeless individuals and families, including: 1) financial assistance, such as short-term and medium-term rental assistance, security and utility deposits, and utility assistance; 2) housing relocation and stabilization services including housing search, mediation, credit repair, moving cost assistance, and case management, 3) Homeless Management Information System (HMIS) costs, and 4) Administrative costs, not to exceed five percent of the grant. Each grantee shall submit an Interim Performance Report, due in October 2009, thereafter a Quarterly Performance Report covering the amount of funds allocated for the 4 eligible HPRP activities (Financial Assistance, Services, Data Collection and Evaluation and Administrative Costs)and the amount expended for each of these categories, the estimated unduplicated number of individuals and families served, and the estimate of the numbers of new jobs created and jobs retained and other data items. The Annual Performance Report will gather information on outputs such as number and demographic characteristics served, HPRP funds expended by activity type and number of jobs created and retained and outcomes related to housing stability. Each grantee shall quarterly and annually report on its uses of funds and program progress in a HUD-approved format within deadlines provided in the forthcoming Federal Register notice. Quarterly monitoring reports required.

Jobs Summary: DHCD's HPRP program did not officially start until October 1st, 2009 therefore there were no jobs created or retained yet. DHCD's Sub-recipients signed the contract no later than September 30th, and it is anticipated that the jobs will be created/retained beginning in the second quarter. (Total jobs reported: 0)
