Award Description: The goal of the base contract work is to improve the energy efficiency of federal buildings and minimize their environmental impact through the retro-commissioning/re-commissioning process. Building systems are evaluated to verify if they are operating per the original basis of design and that the basis for operation is still appropriate for current use, occupancy, tenant agencies, and GSA goals. Systems to be retro-commissioned/re-commissioned include: Air Handling Units, Control Air Compressors, Heat Recovery Units, Motors, Steam Traps, Dampers, Pumps, Air Ducts, Lighting Systems, Building Automation/Control Systems, Plumbing Fixtures including Cooling Tower Makeup Water and Drains, and Building Envelope. Evaluation of existing building documentation, site visits and interviews with property management representatives, functional performance testing, and life-cycle-cost-analysis, are the basis for recommended Energy Conservation Measures. Interim and Final Reports will be prepared and utilized by A/E firms to develop scopes of work for procurement of contracting services. Award of Option 1, Design Phase Commissioning Services and Option 2, Construction Phase Commissioning Services will be evaluated by GSA.
Project Description: Services performed as of 9/30/09 include: Complete initial site visits and interviews for all sites, Collect and analyze existing building data, Prepare 25% Reports, Submit 9 - 25% Reports, Generate 80% Reports upon receipt of GSA 25% review comments.
