Award Description: The Michigan Department of Environmental Quality was awarded a State Clean Diesel Program Grant to fund a retrofit/replacement/repower project or program targeting school buses, urban transit buses, construction equipment, medium-duty trucks, marine vehicles and port equipment, in Detroit, Flint, Okemos, Plymouth and Zeeland, Michigan. The general purpose of the grant is to reduce diesel emissions and improve air quality.

Project Description: During this quarter, there were 0 vehicles/equipment retrofitted, replaced, or repowered. Only adminstrative activities took place to award grant funding to sub-grantees. All Requests for Projects (RFP) from potential sub-grantees were reviewed and scored out during this project period. Sub-grantees received an activity eligibility review with state officials, and from there, were selected and recommended for funding based on this review. Recommendations for sub-grantee funding underwent the State of Michigan Adminstrative Board process. This process includes the development and approval of contract template language and funding levels for sub-grantee contracts. Sub-grantees are expected to receive notification of award funding, and sign and execute sub-grantee contracts within the next reporting period.

Jobs Summary: Direct DERA ARRA funding accounted for the retention of 0.18 of a FTE during the third quarter of 2009 (July 1 –September 30, 2009). However, support for implementation of the DERA ARRA projects sustains a total of 14 FTE positions throughout state government for environmental and procurement activities and functions.
