Award Description: Visual Resource Inventory for 9 field offices and data acqusition for 5 field offices in AZ, CA, CO, NV, NM, and UT. The BLM is conducting a PEIS for potential solar energy development. The BLM submitted an information Information Request to fourteen field offices where solar study areas have been identified to assure that a current visual resouce inventory are available to assist with PEIS visual resource impact analysis.
Project Description: Task 1a. Data Gathering and Review Begin collecting and reviewing pertinent information while preparing the project work plan. Deliverables Report on adequacy of existing VRI data, on-going status reporting on delivery of data from Field/State Offices for conducting new VRIs, and meeting minutes . Task 1b. NCT Kick-off Meeting NCT Kick Off meeting including the Project Manager, Solar PEIS BLM Manager, COR, COTR, Argonne Laboratory’s VRM specialist, and National VRM Lead. Deliverables Meeting agenda, NCT Project kick-off conference call meeting, meeting minutes, ist of action items with team assignments Task 1c: Project Work Plan Development Preparation of a concise, but comprehensive draft work plan to include a detailed description on the approach to the project, schedule, quality assurance/quality control plan, administrative record management plan, and communication/implementation strategy that includes protocol for coordination, information exchange and project implementation and outreach to and through national, state, field office personnel and Solar PEIS Contractor. Deliverables Draft Work Plan Task 1d: NCT Work Plan Review Workshop, and IFT Coordination Conference Call Meeting Present the Draft Work Plan to the NCT, facilitate discussion and full understanding on how the work will progress, communication protocol and schedule, options for data delivery to Argonne and respective Field and State Offices. Schedule and do the necessary preparation to facilitate a Coordination Conference Call Meeting with the IFT with NCT participation. Brief the IFT on project purpose, roles and responsibilities, the finalized work plan and schedule for completing the work, procedures for conducting the VRIs Deliverables Meeting Agendas, Final Project Work Plan, meeting minutes Task 3: Visual Resource Inventories Started conducting visual resource inventories for the Field Office and solar study areas identified in the SOW.
