Award Description: The overall purpose of this award is to provide additional security assistance support to implement and maintain the information security program within the division. To assist in the additional requirement to process Federal and Contractors in the online EPSQ and e-OIP systems.To program badges with the Key-scan System for personnel to obtain access into the facility. Provide instruction on how to complete a Standard Form 86 and to validate requests for investigations being sent to Defense Security Services (DDS) tomeet the high demand of divisional deliverables.
Project Description: Project's overall purpose includes the additonal support is needed in the areas of services and expertise to implement security processes for security clearances, badges, and reimbursement awards, invoice payments and monitoring funds. Other project activities include providing complete instructions on the procedures to provide correct information into the EPSQ and e-QIP systems as well as completing the Standard Form 86 to all new Federal employees and Contractors at GSA.
Jobs Summary: Our current contract with GSA provides security assistant support in the office of Security & Emergency Management which develops and manages the GSA informaiton security program. They provide the services and expertise across the agency to implement and maintain the informaiton technology security program and establish and promulgates internal security policies, procedures, controls, and guidelines. They also enure that all new vulnerabilities are mitigated in a timely manner, and they also manage the annual FISMA assessment process, conduct continuous monitoring of GSA systems and address any incidents. GSA Security & Emergency Management services mission continues to provide and monitor all the required training for GSA associates (Federal and Contractors).The contractor will assist the staff in the monitoring and execution of processes for security clearance, badges, and reimbursement awards, invoice payments and monitoring funds usage by grants recipients. The contractor shall be available to coordinate and participate in meetings as appropriate for long term planning and priority-setting purposes. The contractor shall provide support services to include the following: Receipt-Receive invoices, audit requests and other documentation. Extract data from the database as required or directed. Obtain additonal information from other program offices or other data systems. Extract data from various agency databases for management and program reports.Conduct and reconcile inventories of data and files. Perform word processing and data entry relevant to contract documentation. Enter and retrieve data from databases. Prepare and format management reports. manipulate, transfer, compute and print information. Prepare and correct reports and correspondence.Review information for completeness of information and proper execution. Reconcile inconsistencies in the type or substance of the data. Verify files and the accuracy of the data in the case tracking systems. Review data and information from multiple sources.The contractor will also perform security clearances on employees. Arrange visit authorizations for employees and others to gain access to restricted areas. Validate requests for investigations being sent to Defense Security Services (DSS) and the Office of Personnel Management (OPM). The contractor will also program badges with the Key-scan System for personnel to obtain access to the facility.The contractor will also provide personnel instruction on how to compete a Standard Form 86 by using Electronic Personnel Questionnaire (EPSQ) or Electronic Questionnaire Investigation Process (e-QIP). The contractor will also ensure information is accurate and perform analytical computations necessary to process data. They will also creat and manipulate spreadsheets and databases.Other duties that the contractor will perform will be preparing notices and advertisements and declarations. Reporting findings concerning the information verbally or in writing. Updating databases, files and contract files. Providing administrative information and assistance concerning cooperative agreements to other invesigative agencies, state or local law enforcementy agencies, U.S.Attorney's Office, and other components, and higher headquarters.The contractor will be required perform parcel/mail services as needed. This may include interoffice delivery or receipt of documents or property, including electronic files, hard copy files and general office supplies.The contractor's other administrative duties include assisting in conducting internal control reviews, including a means of assessing risk, protocolss for conducting on-site reviews, and standards for invoicing adherence to control objectives. They will also provide independent verification, consolidation and validation of data in financial management information systems/data base as necessary.Assist with devising and implementing measures assist with financial quality assurance efforts.
