Award Description: Provide support services to evaluate the Social Security Administration’s (SSA) process for selecting the replacement strategy for its National Computer Center (NCC) and to independently evaluate SSA’s efforts towards implementing its strategy. SSA’s decision making process will be evaluated to ensure the selected replacement strategy is cost-effective, efficient, and provides reasonable assurance the Agency will have a data center with the required design specifications, in the appropriate location, with the required capacity, and will be operational in the required timeframe. Additionally as part of this effort, the SSA’s Office of Inspector General (OIG) will be provided continued support for analysis of technical data as it is received from SSA during the site evaluation, planning, and construction process. Deliverables include: 1) Information on Industry Best Practices and Review and Analysis of Prior Studies– A draft and final report presenting information on industry best practices for identifying, selecting, acquiring, and operating a new Data Center to meet SSA’s future processing needs and taking into account the Agency’s current data infrastructure; and documenting the contractor’s review of prior studies and summarizing its evaluation of the various options available to SSA.. Also as part of this report, the contractor will provide as an independent assessment of the options available to SSA and shall include support for conclusions reached by the contractor. In addition, the report must include any recommendations that would improve the quality, capacity, or cost-effectiveness of SSA’s proposed strategy and detail any critical issues that are not addressed by SSA’s proposed strategy or gaps in the criteria used in SSA’s proposed strategy. 2) Site Selection Evaluation Report – A draft and final report documenting the appropriateness of the sites or potential sites selected by SSA for a new data center. The report shall serve as an independent assessment of whether the site or potential sites selected by SSA are the most cost-effective and best suited to meet SSA’s requirements.

Project Description: The contract was awarded August 24th and SeBS initiated project planning and coordinated project staff activities. We planned and conducted a project kick-off meeting with SSA-OIG on August 27, 2009. In addition, we had all project staff fill out and submit the required suitability forms for access to sensitive documents for this initiative. The team mobilized to perform document reviews and interviews with SSA staff as soon as the suitability determinations were completed. The project team completed most of the planned milestones and is generally on schedule. The team conducted a Entrance Conference with SSA to inform them of our efforts and we will be requesting interviews from several staff members in the coming months. To date, all submitted team members have completed the review of the reports and are in the process of documenting any questions for submission to SSA OIG. These questions will be distributed by OIG to the SSA groups who participated in this project so that interview sessions with appropriate Subject Mater Experts (SMEs) can be scheduled. Our Team plans to hold the interview sessions with all SMEs in October so that all site selection criteria can be finalized.

Jobs Summary: The IV&V Architectural Design Consultant serve as the primary project expert on the team with concern for Architectural Design issues of substance. The Architectural Design Consultant also participates at a high level on the overall content of each report, including all other disciplines contributing to the findings, conclusions and final analysis issued by TSS. He serves as the primary on-site team coordinator during each site evaluation in the Site Selection Validation phase of the project. (Total jobs reported: 0)
