Award Description: Head Start/Early Head Start COLA, Quality Improvement - ARRA Cost of Living Adjustment (COLA) and Quality Improvement Funding consistent with the provisions of Section 640(a)(5) of the Head Start Act. ARRA COLA Activities: MCAC proposed to utilize its ARRA COLA for increased operating cost in categories of Rent/Space, Utilities, General Maintenance & Fuels. A small percentage of EHS ARRA COLA utilized to supplement permanent COLA to allow a 5.3% adjustment to EHS staff. The agency will supplement this on-going amount after project ends from non-federal resources. QI Activities: 1) Staff Year Extension for Professional Development to conduct training and skill enhancement needed to enhance service delivery in classroom; 2) Professional Development Teacher Training; 3) Staff Training Supplies & Other Cost; 4) Improved Physical Environment and Facilities Enhancements; 5) Upgrade disability children’s transport vehicle; 6) Improve Technology for Teacher Orientation
Project Description: ARRA COLA Activities: 1) MCAC proposed to utilize its ARRA COLA for increased operating cost in categories of Rent/Space, Utilities, General Maintenance & Fuels. Not started this quarter. Beginning next quarter the Agency will utilize funding to offset a portion of rent/space increases and utilities through end of project. 2) A small percentage of EHS ARRA COLA utilized to supplement permanent COLA to allow a 5.3% COLA adjustment to EHS staff. The agency will supplement this on-going amount after project ends from non-federal resources. - COLA was effective July 6, 2009 and 11 EHS staff received compensation for period August - September 2009. QI Activities: 1) Staff Year Extension for Professional Development - 211 staff persons returned to work early and participated in week long training; 2) Professional Development Teacher Training - 65 teachers retruned to work early to participate in specialized training - 3) Staff Training Supplies & Other Cost; 4) Improved Physical Environment and Facilities Enhancements - Began the bid process to implement projects outlined in proposal. Activities to begin next quarter. 5) Upgrade disability children’s transport vehicle - sepcifications developed and bids are being solicited for vehicle; 6) Improve technology for Teacher Orientation - Bids solicited and vendor selected and order placed. Expect to receive units and distribute early next quarter. - 25% complete
