Award Description: The EPA Targeted Brownfields Assessment (TBA) Program is designed to assist states, tribes, and local government agencies to minimize the uncertainties of contamination often associated with brownfields. TBAs supplement and help support response efforts under the EPA TBA Program to promote cleanup and redevelopment of brownfields properties. Under the Task Order #0016, Seagull Environmental Technologies, Inc. (Seagull) will conduct a Phase I and Phase II Environmental Site Assessment (ESA) at the Union Pacific Railroad Turntable Area site in Lincoln, Nebraska. The property is approximately 15 acres in size. There are several small structures on the property. The scope of work includes reviewing site background information; obtaining information pertaining to potential contamination at the site and its proximity; conducting a site reconnaissance and interviews of involved parties to identify potential contamination at the site and risks posed by the contamination; completing a Phase I ESA report in conformance with the 'Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process; ASTM E1527-05, and 'All Appropriate Inquiry; Final Rule, 40 C.F.R. Part 312; developing a site-specific HASP and QAPP; conducting field work to collect multi-media samples for analysis by a subcontracted laboratory; and completing a Phase II ESA report in conformance with the 'Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process; ASTM E1903-07; 'All Appropriate Inquiry; Final Rule, 40 CFR Part 312; and all relevant protocols. The period of performance is from September 22, 2009 to March 30, 2010. Seagull will submit final Phase I and Phase II TBA reports to EPA.
