Award Description: Under WA 2-200 Title of Work Assignment: 'RECOVERY: Engineering and Technical Support for Technical and Engineering Assistance for American Recovery and Reinvestment Act (ARRA) Water Projects in West Virginia .
Project Description: Task 1 - Kickoff Meeting - Coordinated/Attended Project Kick off meeting with EPA and WV DHHR to discuss details and clarify any questions for Tt role to include a written summary report. Under Task 2 - Technical & Engineering Support to EPA Region III - Began orientation process with WV DWSRF program by working on-site. Subtask 1 - Readiness to Proceed - Participated in 25 conference calls regarding readiness. Subtask 2 - Pre-bid and pre-loan checklists - Developed/Released WV DHHR Tracking Tool authomatin Pre-Bid adn Pre-loan closing - toll for user to complete checklists, print and save. Subtask 3 - No activity. Subtask 4 - REview Environmental documentation provided by the loan applicants usign State Criteria to assess whether projects qualify for FONSI or CE - Assisted completing of environmental reviews resulting in Categorical Exclusions for WV American WAter Fayette Country and Charles Town utility board projects. Completed env. review of Sugar Creek PSD and drafted Conditional Finding of No Significant Impact Decision doc. Subtask 5 & 6 - DBE adn Buy American - Reviewed contract doc for Southwestern Water PSD project for compliance with DBE and Buy American requirements. Subtask 7 - no activity this period. Subtask 8 - Created spreadsheet to track bidding process of all contracts potentially receiving ARRA funding, including dates for authorization to bid, first advert, bid opening, pre-construction meeting, signed contracts received, PSC final order and loan closing. Subtask 9 - Assisted WV DHHR in the porcess of getting access to Drinking Water State Revolving Fun (DWSRF) project & benefits reporting system. Subtask 10 - No activity this period.
