Award Description: Purpose: To support ETA's Office of Workforce System Support Governance Team, which is responsible for reviewing Workforce Investment Act waives and State Plan, recommending approval, and preparing response to states. TATC supports the Governance Team in responding to several batches of waiver requests that result from ARRA activities, including those associated with states' summer youth programs (for roughly 15 more states), Program Year 2009 temporary extension requests (for 54 states and territories), and Program Year 2009 full requests (for 54 states and territories). TATC also supports the Governance Team in its work to review and approve State Plans, a process that involves staff from different ETA program offices and regional offices. Expected Outcomes: Track waiver requests by reviewing incoming waiver requests; tracking the status of waiver requests; and maintaining records of waiver requests. Prepare waiver responses by preparing decision memos; writing response to states; and filing and distributing responses. Update the waiver web site. Support State Plan review teams by ensuring completeness of and track response letters; and filing an distributing responses. Significant Deliverables: Report noting deficiencies found in incoming waiver requests to the COTR; document and track the status of the states' waiver requests; create decision memo summarizing waiver requests and recommended actions; prepare letters to states advising them of the Department's decision on their waiver request; prepare monthly reports.
Project Description: In this quarter, TATC Consulting completed and invoiced for the following tasks: Track Waiver Requests: Maintained regional tracking sheets; researched waiver request files; created master tracking sheet for waivers; provided data analysis for the tracking sheet; updated the collaborative workspace, SIMS and local database with extension letter approvals; updated youth waiver tracking sheet; and updated waiver summary report. Prepare Waiver Responses: Drafted waiver support response letters to Governors and States; drafted decision memo to the Assistant Secretary; drafted State plan response letters; disseminated and tracked 15 states/territories waiver approval Letters; and updated waiver response letter tracking sheet. Update Waiver Web site: Created table with data to be uploaded to the Web site. Support State Plan Review Team: Created state plan database to be published online; created document packages; attended weekly staff meetings and state planning meetings; provided notes to state planning meetings. State Plan and Waiver Executive Briefings: Updated documents and created binders for executive briefing; uploaded each state's executive summary into CWS; prepared Executive Decision Checklists for each state's waiver requests; and prepared briefing binders for ETA officials. Prepared State Plan Responses: Disseminated and traced all 50 states and 5 territories State Plan Modification Approval Letters; drafted decision memo for Assistant Secretary; and updated mod request/response tracking sheet on letter statuses.
Jobs Summary: Through ETA's Waiver Support, TATC has been able to retain three staff members to serve in this federal contractor position. As a result of TATC staff has been able to assist ETA and State and Local government with the tracking and monitoring of waiver requests and responses, which provides a direct service to the state and local workforce development system.
