Award Description: Michigan Department of Human Services has been awarded ARRA funding from the U.S. Department of Energy Weatherization Assistance Program for Low-Income Persons in the amount of $243 million dollars over the next three years. The State plan includes changes in the Weatherization Program for year 2009: average cost per unit maximum of $6,500, increase in income eligibility limits to 200% of poverty or 60% of state median income, which ever is higher, and program training plan. Changes in the plan also include the new positions 10 BC11; 1 reports person, the Division manager and the secretary. Funding has been allocated to the 32 Community Action Agencies and Limited Purpose Agencies that serve as Local Weatherization Operators (LWOs) in Michigan under the existing weatherization program. The funding is exclusively for weatherization, which involves the installation of energy efficiency measures on low-income homes. Applications are taken at Local Weatherization Operator offices. Approximately 33,000 homes will be weatherized in Michigan through March 2012 with the ARRA funding. Households generally realize a 25% reduction in their energy usage as a result of weatherization.
Project Description: First Quarter Report: ARRA activities were centered on preparing the agencies for the increase in production. Each of the 32 LWOs has received their contracts for the ARRA funding. However, a slight delay occurred due to the prevailing wage provision to be paid for all ARRA funded weatherization work. The US Department of Labor released the prevailing wage rates for Michigan in mid-August. Currently, a majority of LWOs have submitted RFQs for State review before soliciting subcontractors to perform weatherization work at the local level. Most LWOs have been taking applications and pre-qualifying homes since the ARRA funding was announced. As agencies complete the RFQ requirements, contractors will be ready to weatherize a significant number of qualified and pre-inspected homes. A few crew-based agencies have started ARRA production and several contractor based agencies plan to start ARRA production in late October.
