Award Description: The overall purpose of this effort is to provide technical programmatic assistance to the National Energy Technology Laboratory's (NETL's) Project Management Center (PMC) to support implementation of the ARRA. The scope of this work will be focused on the broad range of subject areas supported by the Department of Energy's Office of Energy Efficiency and Renewable Energy, and will include support for the Buildings and Efficiency Technologies (BET) Division, the Intergovernmental Projects and Outreach (IPOD) Division, and the Power and Vehicle Technologies (PVT) Division. This subtask is to be performed and reported under unique Activities which are established to execute discrete projects. An ARRA project is defined as a single support activity or multiple support activities which are closely related and communicated in a technical directive. ARRA projects will be defined in technical directives (TDs) and executed as separate activities within this Subtask. As the need arises for additional ARRA support to PMC, technical directives (TDs) will be issued to RDS. RDS will develop a work plan and corresponding cost plan and submit to NETL for approval. As applicable, each TD will be assigned a unique activity number within this subtask. The activity number will correspond to the PMC Division requesting the support. The following Activity numbering scheme is to be utilized within this Subtask: Activities 000 - 099: Project Management Center (PMC) Support Activities 100 - 199: Buildings and Efficiency Technologies (BET) Support Activities 200 - 299: Intergovernmental Projects & Outreach (IPOD) Support Activities 300 - 399: Power and Vehicle Technologies (PVT) Support Tasks to be Performed Tasks will be fully defined by each Activity as the need for support is identified. Tasks to be performed may include: 1. Identification, development and administration of processes, procedures and training necessary to the performance of support activities; 2. Identification and provision of subject matter experts to serve as technical evaluators; 3. Completion of process training to be developed and provided by NETL; 4. Conduct independent comprehensive evaluations of applications for financial assistance; 5. Participate in Merit Review Committee Consensus Meeting; 6. Prepare consensus comments documentation; 7. Provide general and / or technical assistance during the financial assistance award process; 8. Perform site assessments; 9. Other technical activities supporting the tasks above, as well as PMC implementation and deployment of ARRA actions; and Deliverables Deliverables will be fully defined by each Activity as the need for support is identified. Deliverables may include, but are not necessarily limited to the following: 1. Documentation of the required methodologies and processes to support administration of processes, procedures and training necessary to the performance of support activities 2. Develop and maintain a listing of subject matter experts to serve as technical evaluators; 3. Completion of process training to be developed and provided by NETL; 4. Conduct and submit independent comprehensive evaluations of applications for financial assistance; 5. Participate in Merit Review Committee Consensus Meeting; 6. Compile consensus comments; 7. Provide general and / or technical assistance during the financial assistance award process; 8. Perform site assessments and submit resultant documentation; and 9. ARRA Reporting.

Project Description: The purpose of this contract is to support the National Energy Technology Lab (NETL) in its administration of Recovery Act solicitations and follow-up progress monitoring. During this reporting period RDS supported the following Funding Opportunity Announcements (FOAs): Transportation Electrification (DE-FOA-0000028) Electric Drive Vehicle Battery and Component Manufacturing Initiative (DE-FOA-0000026) Clean Cities FY 2009 Petroleum Reduction Technologies Projects for the Transportation Sector (DE-PS26-09NT01236-00) Deployment of Combined Heat and Power (CHP) Systems, District Energy Systems, Waste Energy Recovery Systems, and Efficient Industrial Equipment (DE-FOA-0000044) Advanced Energy Efficient Building Technologies (DE-FOA 0000115) Solid-State Lighting Product Development Funding Opportunity's Round VI (DE-FOA-0000055) Solid State Lighting U.S. Manufacturing's Round 1 (DE-FOA 0000057) Solid-State Lighting Core Technologies Funding Opportunity's Round VI (DE-FOA-0000082) Systems Level Technology Development, Integration, and Demonstration for Efficient Class 8 Trucks (SuperTruck) and Advanced Technology Powertrains for Light-Duty Vehicles (DE-FOA 0000079) American Recovery and Reinvestment Act Facilities and Equipment Upgrade (Lab Call #09-002) For the above-mentioned FOAs, RDS provided over 600 candidates as subject-matter experts to perform technical merit reviews, of which 190 were chosen by DOE and contracted with. Over 4,000 merit reviews were performed. Additionally, RDS performed specific support activities as requested. This included 200 preliminary NEPA assessments, capital asset evaluations of equipment the federal government may own in part or whole at the end of the award period, direct technical assistance in the management of Merit Review Consensus Committee meetings, and the production of reports, presentation materials and progress tracking tools.
