Award Description: American Recovery and Reinvestment Act funds will be used by the Housing Authority of the City of Aiken to conduct community-wide environmental assessments at brownfield sites which are potentially contaminated with petroleum and/or hazardous substances. Funds may also be used for public outreach, community involvement, and cleanup/redevelopment planning activities.
Project Description: The Housing Authority of the City of Aiken accomplished the following activities during the reporting period: • Revised and resubmitted the Community-wide Work Plan to the EPA Project Manager on September 8, 2009. Received approval of the Work Plan from the EPA Project Manager on September 10, 2009. • Prepared and submitted the Generic Quality Assurance Project Plan (QAPP) to the EPA Brownfield Project Manager and SCDHEC Brownfield Project Manager for review. (August 24, 2009) • Received and reviewed comments on September 15, 2009 from the EPA Brownfield Project Manager and September 15 & 23, 2009 from the SCDHEC Brownfield Project Manager on the Generic QAPP and began revisions to resubmit on October 1, 2009. • Finalized a Memorandum of Understanding (MOU) with the Community Development & Improvement Corporation to assist the Housing Authority with implementation of project activities. o CDIC issued a Request for Qualifications (RFQ) to select an environmental consulting firm to assist with the completion of environmental assessments at selected sites and with cleanup/redevelopment planning (August 2009) o CDIC selected Concurrent Technologies Corporation to provide assistance with the completion of environmental assessments and cleanup/redevelopment planning activities (September 2009). • Two CDIC personnel attended the EPA Region 4 Grantees Workshop on behalf of the Housing Authority in Asheville, NC on July 20 – 22, 2009. • Participated in a meeting with EPA Brownfield Personnel on August 19, 2009 in Graniteville, SC, which included a tour of the brownfield sites. • Held project team meetings in July 14, August 19 and September 1, 2009 to discuss project activities.
