Award Description: Program Abstracts: The U.S. Department of Justice Office of Justice Programs has approved TDCJs application for funding under the FY09 Recovery Act Combating Criminal Narcotics Activity Stemming from the Southern Border of the United States: Combating Criminal Narcotics Activity along the Southern Border in the amount of $4,946,732. Project Purpose: The Texas Department of Criminal Justice - Community Justice Assistance Division (TDCJ-CJAD) will use these grant funds to reduce and prevent criminal narcotics activity through the use of aftercare programs for probationers who have successfully completed residential substance abuse treatment programs along the southern border. Federal Award: $4,946,732 Project Period: 7/01/09 to 6/30/11 Site Locations: Counties primarily along the southern border and/or on major highways that traffic from the border to major urban areas Goals of the Project: Reduce and prevent criminal narcotics activity through the use of aftercare programs for probationers who have successfully completed residential substance abuse treatment programs. Strategies to be Used: One significant strategy for those under community supervision in Texas by TDCJ-CJAD and Community Supervision and Corrections Departments is treatment in a residential setting to decrease drug demand for those who are assessed as needing a residential option. Research evidence indicates that aftercare is a significant component for success, but aftercare upon reentry from the residential programs has been limited. Therefore this grant request will focus on providing aftercare services. Deliverables: 1) 35 new jobs in the field of Community Supervision and Aftercare Substance Abuse Treatment including: 22 new Community Supervision Officers; 10 Aftercare Treatment Counselors; 3 TDCJ-CJAD staff; Contracts for up to 20 Aftercare Counselors. 2) Aftercare treatment for up to 2,577 clients on probation Coordination Plans: TDCJ-CJAD will notify Community Supervision and Corrections Departments to modify their Community Justice Plans to request aftercare specialized caseload officers and counselors and/or contracting funds for aftercare services.
