Award Description: Community Development Block Grant Recovery (CDBG-R) Program funds are to be used to stimulate the economy through measures that modernize the Nation’s infrastructure, improve energy efficiency, and expand educational opportunities and access to health care through the creation of suitable living environments; provision of decent affordable housing; and creation of economic opportunities primarily benefiting persons of low- and moderate-income. Recipients of CDBG-R funds are encouraged to use the funds for hard development costs associated with infrastructure activities that provide basic services to residents. New York State received $12,878,999 in CDBG-R funds of which 10% or $1.3 million has been allocated for administration.
Project Description: The 17 projects awarded through the New York State CDBG-R program will meet the ARRA criteria of investing in infrastructure that will provide long-term economic benefits. In addition, three of the projects will also meet the criteria of minimizing or avoiding reductions in essential services, and one will also meet the criteria of assisting those most impacted by the recession. These projects meet these criteria by improving water and sewer systems by improving efficiency and reducing operating costs thereby improving the overall living and economic conditions of the communities. In addition, improvements to facilities that provide public services will increase energy efficiency, improve handicap accessibility, and provide health services to underserved persons. Each of the 17 projects will improve economic conditions, provide necessary services to the low- and moderate-income residents of the communities, and allow for access to essential services.
