Award Description: The purpose of this procurement is to obtain the services of a broadband industry consultant to implement the statutory requirements of the American Recovery Act and Reinvestment Act of 2009 (the Recovery Act) § 6001, Pub. L. No. 111-5, 123 Stat. 115, (Feb. 17, 2009). Division A, Title I of the Recovery Act 2009 authorizes the U.S. Department of Agriculture, Rural Utilities Service (RUS), to expand on its existing authority for RUS to make grants and loans for the deployment and construction of broadband systems (the RUS Broadband Program).
Project Description: On August 3, 2009, ICF began supporting the Rural Utilities Service (RUS) within the U.S. Department of Agriculture (USDA) in its implementation of the Broadband Initiatives Program. Under this new program authorized by the Recovery Act, RUS will provide loans/grants to expand access to high-speed broadband service in rural America. ICF, in turn, is under contract to RUS to support application processing, administration and post-award monitoring, reporting, communications and outreach, technical assistance, and planning. During this reporting period, ICF assisted RUS in the following activities: development of policies and procedures for the review and scoring of applications for funding; development of IT systems to support application processing; completeness and eligibility reviews of all applications submitted; network and financial feasibility reviews of certain applications; reporting; communications and outreach assistance; and program management, planning, and coordination support.
