Award Description: Community Services Block Grant - American Recovery and Reinvestment Act of 2009
Project Description: One goal of this block grant is to create as many jobs as possible to reduce poverty and help low-income persons become more self-sufficient. Stimulating, creating and sustaining economic growth as well as employment opportunities remains another goal of the CSBG program under ARRA. Providing education, employment training emergency and stabilization services are an important part of this program. Currently, DLIR-OCS has completed negotiating contracts with the Honolulu Community Action Program, Inc. and Maui Economic Opportunity, Inc. Contracts have been reviewed by the Deputy Attorney General as of September 13, 2009. On September 14th, these two contracts have been forwarded to DLIR-Fiscal awaiting review by the Governor. Risk Assessment and Risk Mitigation Process for CSBG ARRA Funds – Request CAAs to complete and return risk assessments and signed certifications to the Department of Labor and Industrial Relations-Office of community Services (DLIR-OCS). In doing its due diligence, DLIR-OCS continues as of September 30, 2009 to review and negotiate the two remaining contracts with Hawaii County Economic Opportunity Council, Inc. (HCEOC), and Kauai Economic Opportunity, Inc (KEO). HCEOC has not implemented administrative and fiscal corrective action stated in Meliora Partners, Inc., May 2009 assessment reportas required by DLIR-OCS. KEO has not yet revised it CSBG ARRA Plan as requested by DLIR-OCS.
