Award Description: ARRA Cost of Living Adustment (COLA), and Quality Improvement Funding consistent with the provisions of Section 640 (a)(5) of the Head Start Act
Project Description: Project Description-ARRA COLA and Quality Funds will be used to: Increase the compensation and benefits of staff through a cost of living adjustment to improve the overall quality of the program. 1. To assist with increased costs associated with health insurance, occupancy, and transportation. 2. To adjust salaries of staff working with Head Start and Early Head Start children who were funded entirely or partially by other funding sources which include USDA, Pennsylvania State Department of Education, and Department of Public Welfare Child Care. 3. To fund additional mental health consultation hours by a licensed consultant to provide support and training to staff working with challenging children effected by homelessness, violence, and substance abuse 4. To add thirty paid hours to home base associate teachers so that they can attend training to promote language skills and literacy growth through science programming. 5. To comply with the staff qualifications mandate in the Head Start Act of 2007 to support efforts to assist staff with the cost of college coursework in Early Childhood Education and CDA courses and application fees to include education coordinators, classroom teachers, and associate teachers. 6. To add one part time Head Start substitute associate teacher and one part time Early Head Start substitute associate teacher. Quarterly Activities- For this Quarter reporting- Increase the compensation and benefits of staff through a cost of living adjustment to improve the overall quality of the program.
