Award Description: The City's current sweeper is 24-yrs old, unreliable, and requires 3 hrs. of maintenance for 5 hours of operation. Current capital and operating reserves are not sufficient to meet the need to replace both the sweeper and two other trucks that have both experienced multiple electical fires. The two trucks are used daily and due to safety hazards have been identified as the priority purchases. At the end of 2008 60% of the City's fleet is fully depreciated. The City has doubled equipment use rates t the beginning of 2008 but the current needs far outpace the present resources. The Street Sweeper provides essential maintenance removing debris from the street and preventing debris from clogging the storm water system. Clogged storm water systems create localized flooding of adajacent properties and safety hazards for vehicular traffic. The high maintenance demands of the existing sweeper have inflated operational costs. And the City's reliance on the tourism industry ($0.71 of every retail dollar spent in the City is spent by a tourist). The City's reliance on tourism makes it imperative that City streets are safe, clean, and well kept to help promote the tourism industry. A new sweeper will reduce flood threat to adjacent properties; will eliminate damage to the storm water system; will improve the efficiency of the storm water system and remove high water hazards to vehicular traffic; will reduce maintenance/operating costs in the Equipment Service Fund thereby reducing charges to other funds; and will improve the appearance to the City.
