Award Description: Justice Assistance ARRA Grant
Project Description: In keeping our commitment to this purpose, we have identified several areas that will have both an immediate impact with those that will assure that the highest standards of maintaining and to make sure that the state?s government strategic responses for an ever changing public safety environment are met head on, both quickly and decisively. Proposed Major Criminal Justice Improvement Programs for the American Reinvestment and Recovery Act Announced by Governor Perdue (3/17/09) 1. Evaluation and Training to Improve Court Operations. 2. Expansion of the Gang Net intelligence information database, including probation offices, SBI, Homeland Security Intelligence network and NC Justice Xchange. 3. Support of overtime expenditures required to expedite methamphetamine and violent crime investigations, and reduce backlog at the SBI Crime Lab. 4. 2-Year gang Prevention and Intervention pilot programs in Cabarrus/Mecklenburg and Nash/Edgecombe/Wilson/Halifax corridors of the state. 5. New Additional juvenile court counselors positions to assist JJDP. 6. New Community corrections Intake officers positions. 7. VIPER radios for improved communication in community corrections. 8. VIPER equipment for local governments including SHP. 9. Evidence based gang grants in consultation with DJJDP. 10. Establishment of a statewide gang task force at the GCC. 11. Provide equipment help for successful COPS Hiring applicants from local governments. 12. Training to Improve SHP Operations.
Jobs Summary: We estimate that the projects listed in this application will create in excess of 600 new full time salaried positions with benefit packages on both the state and local level, provide over $500,000 in additional overtime pay for nearly 350 law enforcement officers statewide, and move some 2,500 newly released ex-offenders from the unemployment roles to full time employment status within the first 12-18 months of the program operation. Along with the obvious salaried line item job creation in each of these, individual project contractual agreements could very well create or maintain employment for an additional 2,000-4,000 counselors, police officers, first responders, probation officers, juvenile court counselors, support and administrative personnel, highly skilled technical advisors, service professionals, youth coordinators, teachers, vocational instructors, community organizers, and young adults.
