Award Description: SEARCH will develop a set of standard service interfaces, along with a default implementation of those interfaces available under an open source license, for entity resolution and correlation. The service interfaces will conform to the guidance of the Justice Reference Architecture (JRA), and messages exchanged between consumers and services will leverage and conform to the National Infrmation Exchange Model (NIEM). These services will provide the capability to link critical justice information-initially people, organizations, vehicles, and law enforcement cases - across data sources, ultimately providing officers in the field with the information they need to guide their decision-making and reduce or prevent crime. The use of the JRA, NIEM, standard interfaces, and an open source default implementation will promote reuse and integration of the technology with other solutions. The services will also be capable of extension to cover additional entities in the future. SEARCH intends to deploy the entity resolution and correlation service interfaces in two pilot environments: Wisconsin and Hawaii.
