Award Description: The Recovery Act Internet Crimes Against Children Task Force grant funding will be utilized to support a percentage of the employment of current members of the primary grantee, the Burlington Police Department and will also be utilized support the part-time employment of numerous personnel who engage in ICAC related efforts as contractors through the Burlington Police Department and/or affiliate agencies. Funded positions are as follows: Investigator – to attend trainings/conferences, conduct ongoing ICAC related investigations, investigation of CyberTips, law enforcement training, public education and outreach, technical assistance to law enforcement agencies and private entities. Digital Forensic Examiners - to attend trainings/conferences and engage in all phases of digital acquisition and forensic analysis of all types of digital evidence as it related to ICAC related investigations/cases and Acquisition Technicians - to attend trainings/conferences, engage in the preliminary stages of digital forensic examinations to include evidence intake, documentation, breakdown, acquisition, verification, indexing, malware analysis, etc. These positions were created during the last grant cycle through funding via the VT-ICAC operational grant. The purpose of creating these positions was to assist the VT-ICAC in our investigative, forensic and technical assistance endeavors and to allay the overall backlog of investigations and forensic examinations. Overall outcomes of this project will be measured via our standard statistical reporting in a number of categories to include - Overall numbers of investigations related to ICAC/exploitation, Overall number of proactive investigations initiated/conducted, Overall number of arrests for child exploitationrelated offenses, Overall number of prosecutions for ICAC/exploitation cases; Number of technical assists and forensic examinations conducted and Overall number of public presentation/outreach efforts along with number of citizens reached.

Jobs Summary: A portion of Recovery Act funding is being utilized to support a percentage of the employment of current members of the Burlington Police Department and to maintain part-time employment for additional members of the VT-ICAC. Regarding the percentage employment of members of the Burlington Police Department, funding via this grant was budgeted to cover 55% of the employment for 1 investigator assigned to the Detective Services Bureau and 40% of the employment for 1 investigator assigned to the Chittenden Unit for Special Investigations (original allocation - 95% FTE). Given personnel constraints within the police department, investigators have not been able to meet the total percentage of time allocated. Since the inception of the ARRA grant the Burlington Police Department investigator has worked 14% FTE and the investigator from the Chittenden Unit for Special Investigators has worked 11% FTE (Total - 25% FTE). Recovery Act funding is also being used to maintain the current contingent of part-time personnel assigned to the VT-ICAC. Similar to investigators noted above, funding for 4 forensic examiners via this grant was budgeted at 31%, 32.5%, 27.5% and 9.4% FTE (original allocation - 101% FTE). During the reported time period, however, the 4 forensic examiners have worked the following a percentages of FTE - 1%, 31%, 15% and 3% FTE (Total - 50% FTE). Funding for the 1 law enforcement investigator via this grant was originally allocated at 31% FTE. During the reported time period, however, the 1 law enforcement investigator has worked a total of 13% FTE*************************These numbers were calculated by taking the number of actual hours worked by the above personnel as it relates to this ARRA grant during the time period between May 21, 2009 and September 30, 2009 (664.32 hours), dividing this number of hours by the number of total available working hours during that same time period (95 work days/8 hours per day = 760 hours). The resulting calculation indicates that the actual percentage of FTE based on number of actual hours worked as it relates to this ARRA grant is .87 [664.32/760 = .87]. (Total jobs reported: 1)
