Award Description: The Recovery Act Edward Byme Memorial Competitive Grant Program (Byme Competitive Program) willhelp communities improve the capacity of state and local justice systems and provide for national support efforts including training and technical assistance programs swategically targeted to address local needs. This competitive grant announcement focuses on initiatives in eight areas: 1) preventing and reducing violent crime through community-based data-driven approaches; 2) providing funding for neighborhood-based probation and parole officers; 3) reducing mortgage fraud and crime related to vacant properties; 4) hiring of civilian support personnel in law enforcement (training staff, analysts, dispatchers, etc.); 5) enhancing forensic and crime scene investigations; 6) improving resources and services for victims of crime; 7) supporting problemsolving courts; and 8) national training and technical assistance partnerships. Under category 4, the City of Watsonville, will use the FY 2009 Recovery Act Byme Competitive Grant funds to support the Watsonville Police Department. The funds will he used to create jobs for economic recovery and to reduce the crime rate in the community. The Watsonville Police Department will hire two civilian police service specialists. The civilian specialist will increase the number of law enforcement hours devoted to the crime prevention, suppression and problem-solving activities.Funding Category: Category IV: Hiring of Civilian Staff in Law Enforcement Agencies Goals of the Project: • Improve the function of law enforcement services to the City. • Preserve and create jobs and promote economic recovery. • To stabilize local government budgets in order to minimize and avoid reductions in essential services. • To create or retain jobs to increase criminal justice capacity to reduce violent crime. • To provide accountability and transparency in reporting program and financial activities of the program. Major/Key Deliverables: • Hire two civilian police service specialists with the first 3 months of the program. • Increase the number of law enforcement hours to 4,800 annually for crime prevention, suppression, and problem solving efforts. • Submit 8 financial and 8 program reports within the 10 calendar days after the end of each calendar quarter. • Increase the number of essential civilian police services in the police department budget by 8%. • Participate in the program evaluation conducted by the National Institute of Justice and provide all data and source documents necessary to provide a complete analysis of the program goals, objectives, and outcomes.
