Award Description: The grant funded by the Recovery Act awards a cost of living adjustment (COLA) increase of 1.84% for Head Start to pay for staff salaries over the 12 month period following the effective date of the grant. It also includes quality improvement funds that will be used to improve employee benefits and qualifications through tuition reimbursement and professional development of staff. Funds will also be used to employ two additional qualified classroom staff to reduce the child to teacher ratio in the classroom.

Project Description: During the first quarter, teachers and assistant teachers were employed for one additional week for professional development to allow them to participate in a pre-service training to improve their skills in working with children with special needs. In addition, one additional assistant teacher was employed to provide classroom support to reduce the adult/child ratio. This assistant teacher worked in multiple classrooms being assigned based on classroom need.

Jobs Summary: The ARRA funds were used to create additional jobs by adding a week of employment for teachers and assistant teachers working in the Head Start program. Previously, these teachers and assistant teachers were on unemployment for the one additional week that the ARRA funds allowed them to be employed. Without the ARRA funds, these teachers and assistant teachers would have been unemployed for that week. The employed staff participated in a professional development activity as part of their pre-service activities focusing on working with children with special needs. In addition, one teacher assistant job was retained through the use of the ARRA funds. The qualified assistant teacher provides additional classroom support for various teaching teams that need an additional assistant to reduce the adult to child ratio in the classroom.
