Award Description: This Senior Nutrition Program is to provide home delivered meals for the elderly. The program was built on the Home Delivered Meals program authorized by Title III-C-2 of the Older American's Act. However, the Administration on Aging has limited the ARRA funding to fund only home delivered meals.
Project Description: The overall purpose is to stimulate the local economies and also provide the needed service of feeding Senior Citizens, primarily low income, frail and home bound individuals at their home. These purposes are being accomplished even if the actual flow of federal funds is slow. In order for a subrecipient to draw federal funds, NYSOFA had to develop the program and funding applications, share them with subrecipients to complete and submit. Then the applications had to be reviewed and grant awards made. This happened for nearly all 59 subgrantees beginning on 5/31/09 through 6/30/09. Some subrecipients are still struggling with local County contracting requirements but they assure us that the meals are being provided so, at least local funds are getting out into the local economies. Once all local grant administration requirements are satisfied, the local funds can be reimbursed and the flow of federal funds will catch up.
