Award Description: The Louisiana Office of Public Health, Immunization Program, provides vaccinations for vaccine preventable diseases to all children and adolescents. Many children are eligible for the vaccinations at no cost to the patient or guardian, through the federally funded, Vaccine for Children (VFC) program. Other patients who receive these vaccinations do not meet the requirements for the VFC program but may be fully covered for the cost of the vaccination through a private insurance company. In the interest of disease prevention, no patients are turned away for vaccinations, regardless of ability to pay or insurance status. For patients who are covered by private insurance, the cost of administering the vaccination can potentially be submitted to the patient’s insurance carrier for reimbursement to the Louisiana Immunization program. These funds could then be utilized for additional vaccine purchases as well as outreach efforts to ensure the highest possible vaccination series completion rates and thus a higher level of disease prevention in Louisiana. Currently no processes or systems exist for the Parish Health Units to submit vaccination claims for reimbursement to the private insurance companies. The purpose of this grant proposal is to obtain funding for development of a formal plan that will provide a roadmap to the implementation of third party billing for vaccinations. The plan will provide all of the information necessary to develop and implement electronic claims processes. This information will be assembled and documented through use of the following methods: • Formal assessments to determine the scope of potential reimbursement revenues, identify all stakeholders and document current clinic practices • Joint application development (JAD) sessions to document systems requirements for claims submission • Meetings with CDC representatives acquire third party billing technical assistance and best practices information regarding third party billing • Meetings with in-state stakeholders and CDC representatives to determine the best use of revenue generated through third party billing, that is vaccine purchases, new outreach programs or other means of increasing the vaccination coverage rates in Louisiana The Parish Health Units will then have the capability submit claims to the private insurance companies. The reimbursement revenues can then be utilized to enhance the delivery of vaccination services to all Louisiana citizens and thus reduce the incidence of vaccine preventable diseases.
