Award Description: These projects support water quality management planning activities and will provide an estimated 11.75 FTEs. The associated tasks will provide funds to 4 regional planning organizations for the purpose of developing Total Maximum Daily Loads (TMDLs), Green Infrastructure watershed based TMDL Implementation Plans (IPs) and No-Discharge Zone Designation Plans (NDZs) to accelerate comprehensive planning for the integration of watershed resources into local planning and restoration efforts: 1) Three areas for TMDL and IP development: the Clinch River Watershed has 7 bacteria and benthic impairments (Tazewell, Russell, and Scott Counties), and the Little River & tributaries watershed contains 28 bacteria, benthic and temperature impairments (Loudoun, Grayson, Floyd, Montgomery, Pulaski, Tazewell, and Russell Counties). 2) With the assistance of the Northern Neck PDC, this project will: generate the data required to prepare applications for NDZs, (42 impaired segments grouped into 10 NDZ areas) for submittal to EPA for designation. 'These will offer additional protection for shellfish growing areas, increased public education and awareness, and Water Quality Planning integration with local and county government WQMPs, and will result in load reductions of bacteria, nutrients and solids.This project will promote economic recovery by laying out the roadmap for the work needed to protect and bring these watersheds into water quality attainment. 3 & 4) The purpose is to develop a TMDL implementation plans to initiate pollutant control practices for each impaired segment impacted by the Cities of Richmond and Lynchburg. Particular attention will be given to identifying green management/ structural practices that can be implemented by the Cities that address the pollutants of concern-Region 2000 PDC –'Water Quality Management Plan (IP) for a portion of the James River Watershed will address 7 impaired urban segments and has Combined Sewer Overflow issues and New River Highlands RC & D – 'Development of an Implementation Plan for the Richmond City (Middle James River) TMDLs' will address 12 impaired urban segments and has CSP issues. (5) The DEQ internal task is to develop a Water Quality Planning Interface Module for TMDLs and Water Permits: spatial GIS data layers and tracking and analysis of significant sources of pollutant waste load allocations within impaired watersheds and linking them to Water Quality Permits.

Project Description: The agreements with our Pregional Planning Oganizations were not in place until mid-late September. Therefore, there are limited reporting elements to report. Iinitial progress on our projects: No-Discharge Zone Designation Plans: the first phase of field data collection and watershed mapping has begun. Green Infrastructure Implementation Plans for Lynchburg and Richmond sections of the James River and tributaries: Model development has begun. Nested watershed based TMDLs: Model development has begun. WQP TMDL/Permit Interface Module: The GIS/data base development phase is 50% complete and should be concluded by the end of the quarter. Internal meetings have been held to develope the framework for the database interface.

Jobs Summary: Projects/agreements have only been in place during portions of September '09. FTE calculations are based on the EPA Jobs Guidance using monthly reports from sub-recipients and vendors listing hours worked by employee, with job description, on all projects directly funded by ARRA funds. Portions of full time FTEs: 2-data collection, 4-project tracking and administration, 6-watershed modeling and GIS data management. Part-time FTEs: 1-data collection, 2-project support (Total jobs reported: 1)
