Award Description: This ARRA grant supports water quality management planning activities in North Carolina. Specific activities are: o Continuation of water quality monitoring for planning, assessment, and reporting supporting 10 FTEs, o Special watershed sampling and analyses and stakeholder input activities in four watersheds of the French Broad and Little Tennessee River basins supporting 1 FTE; and o Passing through 40% ($285,760) to Regional Councils of Government to support seven water quality management planning projects. Overview of the pass-through projects: o Triangle J COG - Conducting a comprehensive water management study of the Neuse River Basin; including development of data for a comprehensive, long range water quantity and water quality plan that includes wastewater discharges, water withdrawls and considers assimilative capacity. o Western Piedmont COG - Creation of an education and awareness program concerning water efficiency, conservation and drought management (part of a more comprehensive regional water management plan) for the Catawba River basin. o Land of Sky Regional Council - Developing strategies to address identified water management issues and needs in the French Broad River basin. o Piedmont Triad COG - Developing an assessment of the Local Governments' nutrient reduction capabilities and a Nutrient Reduction sourcebook. Creating an alliance of municipal, county & public water suppliers developing a cooperative water management plan for the Middle & Lower Cape Fear River basin. o Kerr-Tar Regional COG - Developing recommendations with bi-state commission addressing water quality, quantity issues between Virginia and North Carolina in the Roanoke River basin. o Upper Coastal Plain Council - Developing uniform methodology for tracking agricultural land conversions and assisting with incorporation of more green and low-impact strategies in local land use ordinances in the Tar-Pamlico River basin. o Centralina COC - Identification of priority local watershed subbasins, their resources and specific restoration planning activities for those areas in the Yadkin-Pee Dee River basin.
Project Description: Per the Division's Work Plan, all the pass-through funds have been awarded during this first quarter. This process involved a request for proposals and Division and EPA Region 4 concurrence on projects to be funded. Deliverables for the first quarter included in the work plan: a web page specific to DWQ's ARRA WQMP activities (http://h2o.enr.state.nc.us/pb/2009ARRA205j604bGrant.htm), study plan for Richland Creek Watershed (French Broad), and all pass-through funds being awarded.
Jobs Summary: The Division of Water Quality will use these Recovery Act dollars to support water quality management planning through data collection that otherwise would not have been possible. Ten positions will be sustained to provide analytical support, data collection, inspections and reporting throughout the state. One new position will be created to support watershed specific planning related activities. The new Division position and FTEs associated with the pass-through grants will be included in the next quarterly report as the paperwork for the new position is not complete and the pass-through grant awards were not completed until the week of September 23, 2009.
