Award Description: Intelligence Analyst - part time position without benefits. The Hillsboro Police Department is seeking to expand the scope of our analysis ability to include unstructured text and structured data to help solve and prevent crimes. Goals, Mission and Objectives. The ultimate goal of HPD would be to continue with this position after the expiration of the grant and potentially move it to a full time position. The mission of HPD's Intelligence Analyst will be: *To suppor the intelligence function throug the analysis of data gathered and completion of assessments on crime gorups which are prioritized as threats to the Hillsboro Community adn Portland Metropolitan Area; *To support investigations throught he provision of analytic services nad products for case designated as a priority; *To support overall operations of the department by providing focus to the assignment of tasks; and *To support strategic planning by providing analyses of past and current crime trends to target future crime. Our ability to perform indepth analysis of data would provide HPD with many new insights to criminal relationships and activity. This Position will also be part of Portland Metropolitan Area Gang Task Force. Through this project, the Intel Analyst will work closely with other stakeholders to include Juvenlie Justice & Court, Family Services, School District, and other law enforcement agencies. The Analyst will identify crime patters, crime series, emergening trends within the City, tracks known offenders, assists patrol and investigations in identifying potential offenders and specific crime problems and actively supports prosecutions and interventions.

Project Description: Grant notification was received in September, 2009. HPD is just now beginning implementation and planning phases for hiring this part time position.

Jobs Summary: Intelligence Analysts are partners on the frontline of protecting communities. They piece together disparate bits of information to form integrated views on issues of crime and public safety. The work of an Intelligence Analyst will include: *Study criminal relationships *Identification of suspects; *Analysis of daily crime reports to identify crime series; *Link and chart suspects to crimes or events to determine who is doing what with whom; *Focus on gang related crime; *Work with intelligence officers who gather information by field observation, confidential information sources, and public records; *Establish criminal profiles that include prior crimes and criminal relationships to aid in making a connection between members and the organization;*Use telephone toll analysis to plot telephone activity to determine the size and location of criminal groups and individuals involved; *Training new police personnel in crime analysis services.
