Award Description: Fairfax County will create positions and hire 4.0 FTE Substance Abuse Counselors (SAC) for the Diversion to Detox Program. The staff will work with law enforcement providing on-site assessment of individuals that are Drunk in Public. If appropriate and approved by the law enforcement official, the SAC will transport the individual to a detox program in lieu of arrest. Funds will be used to preserve and maintain the four jobs associated with the Diversion to Detox Program. The expected outcomes from this award are to prevent the elimination of four positions; provide substance abuse treatment to 500 individuals annually that have been diverted from potential criminal justice charges; preserve Police hours by providing diversion services that will reduce the stress on the criminal justice system while also providing access to substance abuse treatment services for those in need.

Project Description: July to Sept 2009 Quarterly Activities – - Re-established 4 Substance Abuse Counselor positions that were eliminated on June 30, 2009 due to budget reductions - Advertised positions - Completed job interviews and selection - Process hiring personnel action - Provide Diversion to Detox services

Jobs Summary: 4.0 FTE Substance Abuse Counselor positions include: 1 - Substance Abuse Counselor III provides management of the public inebriate diversion program including ensuring that all State licensure, County and Agency requirements are met. Addresses policy, ensuring client and staff safety. Acts as clinical supervisor for line staff. Act as the primary link to developing procedure and protocol for program development with other agencies. 1 - Substance Abuse Counselor II provides outreach, crisis intervention, and counseling to inebriated individuals. Assesses and determines need for emergency response, provides counseling and intervention promoting clients sobering up/detoxification thus avoiding arrest. Transports inebriated individuals to the detox center. Monitors all client vital signs and must be able to independently assess appropriateness for program or other medical intervention. 2 - Substance Abuse Counselor I provides Diversion to Detox services. Perform basic tasks in outreach and counseling with inebriated individuals. Assesses the level of acuity for inebriated individuals. Transports inebriated individuals to the detoxification center. The funding for all four of these positions was cut as of June 30, 2009. The Recovery Act funds have allowed Fairfax County to restore the positions and maintain jobs. (Total jobs reported: 4)
