Award Description: The goal of this project is to prevent or reduce crime through proactive policing. This will enhance the ability of officers to perform therir duties more safely and effectively, increase the efficiency of the departments, provide necessary training to bring offices knowledge bases up to'best proctices' standards for law enforcement and support all of the coordinated efforts of the collaborations and consortiums the law enforcement jurisdictions support and participate within. The deliverables will take the form of supplies/equipment, providing training, contractual support for First Witness Program, and improved information systems. The funds will be expended within 18 months of receiving an executed contract.

Project Description: The proposed program activities for the 4-year grant period are: The cities of Eveleth and Virginia Police Departments will use their allocations towards the purchase of one police cruiser for each jurisdiction. The city of Hibbing Police Department will purchase equipment, supplies and technology enhancements to improve their evidence, collection, storage and analysis and purchase up to date computer supplies/equipment. St. Louis County Sheriff’s Office allocation will allow them to purchase tactical uniforms and ammunition. The financial support will allow the Sheriff’s Office to complete phase II of the shield Civil Module, update communications systems with the purchase of digital recorders, computers and portable radios. The Sheriff’s Office has also designated funds to support the First Witness Program, which is a community/law enforcement collaboration created to investigate child abuse. The Duluth Police Department will concentrate their spending on crime scene investigation by purchasing essential supplies, equipment and providing staff CSI training opportunities. Simunitions equipment and tasers will also be purchased. The Duluth Police Department’s largest expenditure will be for purchasing digital recording equipment to complete the project initiated with previous years JAG funding.
